Abstract: Sent Jefferson copy of a pamphlet addressed to people of the U.S.; wants him to lay it before Congress. Enclosure: Petition to people of the U.S. asking redress from country which has injured him greatly, and arguing that the government is not protecting its people's freedoms and rights.
