Abstract: Informs Tyler that the new constitution [of the E.A.A.] calls for the establishment of an Under-Secretary [which he has called for previously]; informs Tyler of an upcoming reply in the Citizen by [Patrick] Lynch, the editor of the Irish-American; if Tyler is ever in New York, Lumsden is there every week and would like to see him.
